This is a very literal emphasis on the red stroke. but without the pattern of the black shapes to the right the stroke would not be as interesting. i love the colors, too!
Either I'm confused or your image-hosting went down because for me the only image that shows is one that says "image not available." At first I believed that that WAS the image you were posting and using but after reading the comments now I'm not so sure.

I Think the big dot in the middle has some center placement emphasis too.
Like David I was actually drawn to the black dots before the red line, probably because of their central nature and the contrast of black on blue
